DO NOT MERGE: Add CCPP SCM CI to framework. #554

For discussion only. This PR adds the CCPP SCM CI enabled regression tests.

NOTE This test is failing because the CCPP-SCM is not up-to-date wrt the Framework. When the CCPP-SCm updates it's ccpp-framework hash, this test will pass.

Closing this. I don't think we need this at the moment. Can revisist later
