This is the PR that eliminates the (now-illegal) unit "flashes 5 min -1" from lightning diagnostics. This is needed to update to the latest CCPP framework.

Closed in favor of #1073 . Since we need to update to the latest physics anyway, let's combine several, only one of which changes baselines.
