adding MYNN surface scheme as sfcdif4 in NoahMP and others #920

RRFS uses MYNN surface scheme. For consistency part of this scheme was added to NoahMP as sfcdif4. Also we recoded the thermal roughness scheme as a subroutine and fixed a bug in the current version with opt_sfc=1. The third change is that the averaged 2m t/q over 2 tiles in NoahMP will be used as output to replace those calculated from sfc_diag.f with some parameters from the third stability call.
