Optimization of prognostic closure as integrated in "P8" physics suite

Description

Some tuning/optimization of the optional prognostic closure description in the saSAS convection scheme as it is being integrated in the P8 suite.

This update will not change results in the control baselines, but new baselines will be needed for the prog_closure test.
