Contains changes to previous PRs that will disappear once those are merged prior and this branch is updated.

@barlage Thanks. Looks like this is also related to a new noahmp physics option (opt_trs) in the UFS/Noah-MP, which is not in the current community NoahMP version. We need to find a time to go through the new updates in UFS/Noah-MP and discuss how to synthesize these with the community NoahMP version.
