Update SCM to use latest ccpp-physics/framework #296

This PR only updates submodule pointers to the latest ccpp-physics/framework. A project needed the latest code, hence the small update.

This has been tested using SCM RTs.

@climbfuji If this will help with the GPU DDRF testing, please review/merge. I will then update the branch that I made for Daniel Abdi.
