Update SCM for ccpp-physics/framework changes #316

This PR brings the SCM code up-to-date with ccpp-physics and ccpp-framework. There is also a new SDF and namelist for the GFS v17 p8c.

@dustinswales We need to coordinate better. I had done most of this in a branch in my fork already: https://github.com/grantfirl/gmtb-scm/tree/v6_release_SDFs/namelists. I was waiting to submit a PR until the large files were removed and I've done the same to my fork...
