Hotfix CI RT artifact #357

@grantfirl This fixes a bug in the CI to create "artifacts" with the RT results, to use as new baselines in case when they need updating. The last PR changes the baselines for a few tests. Scroll down and click on Compare SCM RT output to baselines and you will see that the P8, RAP, and HRRR tests differ.

OK, thanks. Ya, those tests failed as expected due to NOAHMP.
