Average similar raw extensions early in pipeline #78

Averaging raw extensions with the same pol state, beam state, and wavelength right after reading them would potentially reduce noise. Steve also thinks there might be systematics that cancel out if the two raw extensions are averaged immediately.

This would be in COMP_APPLY_FLATS_DARKS immediately before removing stray light (just dark and camera corrected).
