Change in Noah-MP subroutine SNOWH2O to update snow liquid water as water passes to layers below; solves many spurious snow density values during melt season

Hello Wei,

This particular commit is in the hydro repository. What I'm doing here is updating the hrldas-release repo to the current WRF release repo and trying to formulate some repository structure for collaboration.

The wrf-hydro version of the driver and model code still has some divergence.
