Checked together by Xinlei Hei and Zhe Zhang - 2021-07-30 Four comments are needed to check back by Xinlei：

  1. Need to start with the latest version of hrldas and noahmp (even with the NCAR master branch);
  2. More comments are needed in the python code within each pass flag;
  3. Bondville forcings for 2001 are needed;
  4. Check for SIF pass IV as where to update the VCMX25 parameter in the MPTABLE
