Bug fix and update for working with urban physics #77

This is to fix bugs in the urban flag and initialization to work with explicit BEP, BEM urban physics outside Noah-MP when LCZ is activated, as well as update URBPARM_LCZ.TBL to be consistent with that in the latest WRF v4.5.1
