Need to replace CIME with isotope-enabled CIME version #11

Specifically, the external needs to be replaced with:

https://github.com/NCAR/iCIME_iHESP.git

and the tag replaced with:

icime_hires_v1.00

Otherwise water isotopes won't be simulated properly.
