This is a fix to issue #53 .

With this adaption ICAR extrapolates downward from the lowest vertical forcing level to ICAR levels underneath.

Thanks Johannes, this is a great option. Can you make this a pull request on develop after merging in the most recent changes in develop.

If you can make the vertical extrapolation a specifiable option, that would be great, if that seems like a lot of work, let me know and I'll add it.
