Monitor delay from observation time #225

At the beginning of the end-of-day processing:

[x] make a plot of the time lag between observation time and process time (and/or time to web), along with a text file with the times
[x] send the plot with the end-of-day notification

The pipeline running at MLSO needs to do this as well, so that we can check the lag between the pipeline and the automated CME detection. There is no database, so the "publishing" line can't be plotted, but the "creation" time can be.

This worked for the end-of-day processing at MLSO on 20220412.
