The tests that run in the Intel Docker image fail at the apt install command. An issue has been created: https://community.intel.com/t5/Intel-oneAPI-Math-Kernel-Library/Cannot-update-any-packages-using-intel-oneapi-hpckit-latest/td-p/1600608
Intel tests have been disabled until this issue with Intel is fixed
