Add a function to the MUSICA API that allows users to run TUV-x and get back a set of photolysis rate constants for a single column. Initially this will just be based on the conditions set in the configuration file.
Acceptance Criteria
A TUV-x run function exists in the MUSICA-C and Fortran APIs that takes the pointer to a TUV-x instance and returns a set of photolysis rate constants for a column.
The MUSICA-CCPP wrapper in Atmospheric_physics is updated to use the TUV-x run function to get photolysis rate constants and pass them to MICM at each time step.
Ideas
Could follow similar logic for the MICM run function in MUSICA and Atmospheric_physics
