Create an environment module on Derecho for the LLVM library

Acceptance Criteria

Users can load an environment module on Derecho with the LLVM libraries built with the default version of GCC

Ideas

Store any scripts needed to generate the module in etc/derecho/ (or similar)
Host the environment modules in the our (developer's) local glade folders until a more permanent home is found
