Acceptance Criteria
Users can choose to use a Backward Euler or Rosenbrock Solver for solving chemistry
For Backward Euler, users can specify the relative tolerance, the array of absolute tolerances, the maximum number of timesteps, and the array of time step reductions
For Rosenbrock, users can choose among the 2, 3, 4, 4 (DA), and 6 (DA) stage parameters, and also specify the relative tolerance, array of absolute tolerances, min/max/start time steps, and whether to check for singularity
