Draft for discussion - In progress Closes #61

Added MICM C API test
Updated the solver creation and the solving call interface according to the update in MICM
Added MUSICA-FORTRAN installation
Made MUSICA-FORTRAN to provide musica fortran src (micm_core.F90) to CAM-SIMA build (It has to update the src path in atmospheric_physics)

Note

The current draft commented out musicacore for development (related to the test failures)

@boulderdaze I based #67 off of this branch, and then made a few changes to the cmake and the interface. Your changes are still there, but with a few changes. Do you mind if we close this in favor of that PR?
