Work in progress that I'm wrapping up, pull request @ this point in case anyone wants to have a first look.

refactor settings to distinguish development / default and production environments, based on recommended practices and prior art
remove SECRET_KEY from being hard-coded in production, require assignment from EOL_DATAVIS_SECRET_KEY environment variable
update production docs, README-prod.md, accordingly

resolves #10
