tracer budgets #7

We should have methods to compute tracer budgets over various control volume definitions.

I'll be opening a PR on this soon. Working on this in coordination with @matt-long. I got started over at https://github.com/bradyrx/CESM-tracer-budget/ and will be migrating. There's not really any way to keep this PR small, so code review throughout will be helpful.
