Add workflow to check the build on any push/PR #73

In case this could work as a test, like mentioned in #71/#72. It doesn't deploy the site, but does fail if Sphinx gives any warnings (or errors), and runs very quickly.

Hi @jukent, I cleaned up the history. (Originally I was messing with composite run steps actions but then gave up on that.)
