Update DOIs

The DOIs currently listed are from CoMP.

• [x] @StevenTomczyk needs to fill out the DOI spreadsheet
• [x] create DOI for UCoMP
• [x] place them in the LICENSE file
• [x] put them in the epochs file to be included in processed files
• [x] use them in the CITATION file for #22

In #67, closed as a duplicate of this issue, I said:

Only one for UCoMP, not by wave region.

And @bberkeyU replied:

This seems correct. If we were going to get more granual we might want to go by data product waves, or dynamic as much as we would want to do wave region.

The standard seems to be to use the REFERENC or DS_IDENT FITS keywords for the DOI.

[!NOTE] Time estimate: Once the information for creating the DOI is entered into the spreadsheet, it should only take another hour for me to create the DOI and propagate the DOI to the places it needs to go.
