Create a routine to compare two UCoMP FITS files #64

UCOMP_L1_COMPARE_FILE would compare FITS keywords and produce an difference image (and maybe ratio image) between two given UCoMP L1 FITS files.

I am using a simple routine to compare Steve's intermediate save files and my intermediate FITS files. It produces a difference image and a percent difference image. So far, this is not a general routine, though. It takes a single argument about where to do the comparison, i.e., 'gain', 'demand', etc., and chooses the correct files from Steve and my intermediate output to produce differences images for.
