Cartopy img_tiles raises an error "ValueError: A non-empty list of tiles should be provided to merge." when the WPS container runs. As far as I can tell this is an issue with our use of the the Open Street Maps tile service. Until this week I hadn't seen this error, but it's now happening consistently.
