Update WPS container #119

After a bit of thought... when pushed to DockerHub this should probably be called something along the lines of conus-training-v5.1.1

The reasoning for this being that the lesson will use the create soil props script as well and that needs tables from a specific version of WRF-Hydro code.

The other (non-training) WPS containers should be version agnostic for the time being.
