Remove dated reservoir section from template namelist #441

DESCRIPTION OF CHANGES: Removes dated reservoir namelist option section from the template hydro.namelist.

ISSUE: Addresses issue #440

TESTS CONDUCTED: Manual testing of template namelist

NOTES: Depending on our intended use case for these template namelists it might make more sense to update rather than remove this section. Probably worth having that conversation before merging.
