DESCRIPTION OF CHANGES: Just stetting SWE upper limit in glacier and non-glacier modules to track. Ultimately we may not want an upper bound on the glacier version, but not sure why this limit was added to begin with, so will "do no harm" first.
ISSUE: Fixes #497
TESTS CONDUCTED: Tested with Alaska domain and behaves as expected. Potential (expected) answer changes if running with glacier cells.
