Where should secondary NoahMP modules (e.g., glacier) live? #499

Expected Behavior

Current Behavior

Glacier versions of NoahMP subroutines live in a separate file (module_sf_noahmp_glacier.F) from the rest of the main NoahMP physics (module_sf_noahmplsm.F). How best to maintain these if not in main NoahMP central repo? Separate versions might exist in WRF repo, WRF-Hydro repo, etc. Similar situation might come up for other optional modules (i.e., groundwater).
