hotfix to SPATIAL_SOIL build #671

TYPE: bugfix

KEYWORDS: build system, Makefile, debug, SPATIAL_SOIL

SOURCE: Soren Rasmussen, NCAR

DESCRIPTION OF CHANGES: two changes so build works when SPATIAL_SOIL=1 and make debug is used. The rest are trailing whitespace removals.

TESTS CONDUCTED: built and ran Croton, NY.
