DESCRIPTION OF CHANGES: Creating new directory docs for organization of expanded documentation within the Github repo. Added quick build documentation to the README. Small update to CMake minimum version requirement based on current calls it uses.

Converted to draft, formatting and presentation of information may need to be tweaked before merge
