DESCRIPTION OF CHANGES:

Testing one Python version, otherwise testing will timeout
nccmp requires special install process for Windows
Python library version changes
For some reason DeepDiff seems to return unexpected_diffs, wrote a function to parse that output and check for differences.
Lots of small changes to get the CI passing

I had stopped it because once because I knew it was going to fail and I guess the PR stopped pointing to it for some weird reason. Anyway, I restarted it later so you can see the results here.
