Add another overlay layer, similar to political boundaries, that is a simple black wire frame of the computational domain. This can be displayed by default when the forecast viewer is launched, so the user can quickly orient themselves to where their domain is on the map. This may also help with uncertainty about what's happening when a product selected has zeros and nothing shows up.
Likely some overlap with issue #144.
Acceptance Testing
Wireframe domain should automatically appear when a forecast viewer is launched. This should be tested for a couple different domains with both Lambert and Mercator projections.
