Mambaforge is currently being sunsetted, resulting in periodic "brownouts" see https://conda-forge.org/news/2024/07/29/sunsetting-mambaforge/ - full retirement is planned for January 2025. This PR deactivates Mambaforge use, and automatically switched tests to run with Miniforge3.
