Can aggregated variables be DSGs? #3

It is clear that aggregated can't be compressed by gathering, nor packed by add_offset and scale_factor, but can they be DSG features?

This is being addressed as part of the new general description of "compression" being developed in PR #14

The new example 6 in https://github.com/davidhassell/cfa-conventions/pull/14/files?short_path=ef074b2#diff-ef074b2373736cf397d3e2e3613197bc8190ed058f661b1d62713b6c4cbfd577 shows that aggregation variables can be DSGs.
