Export RoboCORD annotations as TextAE so we can upload it to PubAnnotation #57

This will be particularly helpful for PMC documents, since PubAnnotation can automatically sync annotations to the original document. It would be nice to get our work into the PubAnnotation CORD-19 collection so others can reuse it.

This is currently being held up as there is an issue with the indexes being generated. I've figured out what's wrong (https://github.com/SciGraph/SciGraph/issues/282), and will try to come up with a quick-and-dirty fix for RoboCORD on the next release.
