This can occur when the ARS takes a long time to respond with a PK once a query has been submitted. If it returns an error, an error message is displayed in the UI prompting the user to try again, but if it doesn't respond at all the UI just continues to wait.
I'm unable to recreate the issue in CI now so I believe it happened as a result of the recent ARS downtime there. If the issue occurs more frequently we can add a timeout that defaults to the error, but I don't think the issue is widespread enough now to warrant a fix. Closing.
