Return dates in EPC wherever possible #10

This helps in recency/novelty calculations.

Current proposal: Pub dates come from TMKP. We will go with year resolution, but use cases may come up when we need monthly resolution, especially for later years. Clinical KPs will surface dates into the EPC. There is a field for date-range; or if not then latest date of association calculation is good.
