Add timeout length to initial query to ARAs #594

More details: The ARS has a built-in 5 min timeout set upon the ARAs currently. That number might change. It would be nice to have that number as a query parameter of sorts that gets sent to the ARA as part of the query, so that the ARA knows how long it can take to return results before getting timed out.

7/23/24 this issue was brought up in the Architecture call and will be further discussed in TRAPI meeting after the sep relay
