Returning unexpected partial results for a two-hop query #89

Describe the bug Text Mining Provider is unexpectedly returning results for the two-hop query from this standup: https://github.com/NCATSTranslator/testing/issues/81

Given this is a two hop query - what should the proper response be? Error? 0 results? Partial results
