The Program Milestone reads: A user engagement plan has been developed for each team and shared with the consortium.

• Includes a plan for engaging prospective users throughout the development process; roughly one page that includes description of user persona, use-cases, acceptance tests, frequency of interaction with users and the development effort reserved to implement that feedback. Continuous integration with users is preferred.
• Use-cases for knowledge providers are expected to build upon the unique functionality provided by that resource, and focus on what information users want to see in results.
• A detailed list of user-defined desired functionalities has been developed by each Translator Team.
