Really just need a landing page primer summarizing the key points of the effort and linking out to all the existing documentation... enough for neophyte developers to get started.

We can take another run later on some more hands-on tutorial and cookbook guidelines.

@marcdubybroad has very kindly offered to take a first stab at this. I think the first version can be quite short. Just a md of a little description and links to major TRAPI resources. @RichardBruskiewich can then guide refinement. Thank you!
