[Update] Exposures Provider team is in the process of adding ICEES API to the SmartAPI registry.

@newgene to test and confirm it is resolved. There was an issue with the uptime error. @karafecho to update the bte issue above with a link that can be tested.

@andrewsu: I just checked the SmartAPI registry, and indeed all three ICEES instances appear to be properly registered:

See internal tickets linked in this doc for updates. ICEES queries are working correctly but there are other things that are being worked on. Check in next week.
