Update docker file with dependencies for bigwig generation #28

I just added some dependencies to the Dockerfile -- I'm not sure what the best way would be to update the Docker image itself; I guess Quay.io allows for something like pull requests?

Argh -- also this is obviously PRing in to the wrong repo. Let me try and fix that.
