make layout consistent with Where To Work #20

The app should have 2 sidebars with similar content to the Where To Work tool.

@ricschuster, I just wanted to confirm if you wanted to make the layout of the WTD app consistent. Because the WTD app doesn't have legends inside the sidebar, it overlays the legend onto the map. As such, when we add a second sidebar, there is very little space available to see stuff on the map (see below):

What do you think? Personally, I think having one sidebar would be better because then the user has more space to see stuff on the map. I suppose this might not be too bad on larger monitors though.

Thanks @jeffreyhanson! Lets just keep things as they are for this version of the app. I've labelled this as 'sometime' because we don't really need this now and it would be a nice to have eventually. What do you think?
