assign user_group as "private" by default #30

When set to private, projects that are copied over to the server will not show in the "built-in" drop down when signed in as Public.

@edwardsmarc I have tested this with the new SW Ontario v2 project. It is set to "private" and is not available on the Public sign-in. I will go ahead and merge this.
