Idle State "Too Many People There" Notification #20

This can sometimes come up a load while characters are idle. Easiest solution I can think of is just removing the character tile limits, but there might be other solutions

It also has problems when it's one character moving there? Like, if you select a character and click a tree multiple times it keeps trying to chop it but then at some point says it can't get there because there are too many people there, I'm assuming it means it thinks itself is there.
