Clear submission guidelines are needed for the Arctic Data Center. These guidelines should answer the main question What is expected of data submitted to the ADC? Currently without such guidelines, there seems to be a lot of uncertainty from both users and managers (the data team) on what is expected of submissions leading to inconsistencies on data package quality. Additionally, without clear guidelines it is sometimes hard for the data team to push back on submitters and request more complete metadata. From conversations with @mbjones, it is clear that these guidelines should be flexible and easily updated so that updates can be made over time as expectations increase. The following should provide a rough framework of what the guidelines should be.
