removed setting eval=F with knitr::opts_chunks, which seems to cause issues with rendering after that point.

Resolves #276

Check seems to be failing with the Render-Book:install dependencies step of the GitHub Action job.

Cannot find repo NCEAS/arcticdatautils

Tried a couple of things, though was unsuccessful in getting it to run.
